    The Agency for Healthcare Research and Quality (AHRQ) is looking for organizations to test the beta release of the v2023 ED PQI SAS and/or Windows software and supporting technical documentation.

    The ED PQI are area-level measures providing insight into health system performance and population health by measuring the frequency of ED visits for conditions that could be managed outside the hospital by high-quality, community-based care. These indicators capture an important dimension of health care by including care that begins in the ED but does not necessarily result in an inpatient stay. The ED PQI measures intend to identify targets for public health services improvement, to help identify disparities or gaps in care, and to indicate the potential impact of interventions aimed at improved health system functioning.

    The ED PQI module includes five area-level Prevention Quality Emergency Department (PQE) Indicators:

    • PQE 01 – ED Visits for Non-Traumatic Dental Conditions.
    • PQE 02 – ED Visits for Chronic Ambulatory Care
      Sensitive Conditions.
    • PQE 03 – ED Visits for Acute Ambulatory Care Sensitive
      Conditions.
    • PQE 04 – ED Visits for Asthma.
    • PQE 05 – ED Visits for Back Pain.

    ED PQI Beta v2023 software (SAS and Windows versions), Technical Specifications, Empirical Methods, and frequently asked questions (FAQs), are all available on the AHRQ QI website.

    Participating organizations will apply their own ICD-10-CM/PCS hospital data using the SAS and Windows beta software to produce ED PQI observed, risk-adjusted rates and report any issues encountered during testing. AHRQ will provide a timeline for receiving feedback on issues. The feedback received from this testing will be considered for future improvements.

    Interested organizations should express interest by December 1 by sending an email to QISupport@ahrq.hhs.gov. The six-week beta testing window is scheduled to begin on December 4 and end on January 15, 2024 and will be limited to nine organizations. All submission requests must contain the subject line: AHRQ QI v2023 ED PQI Beta Testing Opportunities.
