Improper Ineligibility

Good afternoon – Has anyone had issues with IDREs flagging disputes as ineligible for the following reason? They are batched disputes which could not be initiated until the portal reopened on 12/15/2024.

“Not filed timely from Open Negotiation period- The IDR
dispute was initiated after the initiate by date and there was not a
valid 90-day cooling period or a resubmission of a prior case.”
